The airport was established in 1944 after the U.S. military took command of the Boeing Field in the World War II by the Port of Seattle. The funds to build the airport came from the Civil Aeronautics Administration of $1 million and $100,000 was granted by given by the City of Tacoma. The initial flights were of Northwest and Trans Canada in 1947. Flights of Western and United moved from the Boeing field after a couple of years while Pan Am left the field in 1952. The West Coast and successor Hughes Air West stayed there until 1971.

Until June 1951 the airport comprised of four runways at 45-degree angles and was 5000 to 6100 feet long. The northeast-southwest and the northwest-southeast runways crossed west of the north-south runway and today it is known as runway 34R. This runway was expanded to 7500 feet in 1951. Then it was further extended to 8500 feet in 1958 and 11900 feet by 1962.

The first Concourse was established in 1959. The two-story North Concourse had four gates and a new wing which was 180 meter in length and 9.1 meter in width. The other one floor Concourse(now Concourse A) was started in 1961 that added 210 meters to the airports length. A third 240m long concourse was made in December 1964 had 8 gate positions. This new concourse had increased the total international arriving area to 12,000 square feet and included the U.S. customs office, immigration department, Public health and the Agricultural department. Concourse C began running in July 1966 and only after four years it was again renovated to include 10 more gate making the total number of gates 35.
